ظهرت بیئات عم ا رنیة حدیثة في القرن العشرین لم ت ا رعى العوامل البیئیة والإنسانیة
المختلفة وتأث رت بالاتجاهات الحدیثة في التخطیط والعمارة، وتشكلت بیئات عم ا رنیة
ردیئة تجاهلت مفاهیم الاستدامة تؤثر سلبیا على المستخدمین والبیئة المحیطة، مما أدى
الى اهتمام المنظمات الدولیة بالتنمیة المستدامة بعد حدوث مشكلة الاحتباس الح ا رري
العالمي وتدهور البیئة العالمیة. وقد ساهم المخططون والمصممون العم ا رنیون في تبنى
مفاهیم التنمیة العم ا رنیة المستدامة وایجاد حلول عم ا رنیة من أجل توفیر بیئة عم ا رنیة
صدیقة للبیئة خالیة من التلوث البیئي، وقد اصبح هناك تحدیا یواجه المصمم العم ا رني
في ایجاد بدائل تصمیمیة عم ا رنیة تحقق الوصول إلى بعض المقترحات التي تهدف إلى
جعل المدن أفضل من حیث نوعیة الحیاة والمحافظة على البیئة، وتتناول الد ا رسة عرض
نظري لبعض المفاهیم والرؤي ذات الصلة باستخدام البرمجة الخطیة ونظم المعلومات
الجغ ا رفیة في التنمیة العم ا رنیة المستدامة، كما تتناول الد ا رسة بالتحلیل مجموعة تجارب
عالمیة من المدن والتجمعات المستدامة واستخلاص واستنباط النسب الأقرب للمثالیة
لاستعمالات الأ ا رضي التي تحقق أكبر قدر من مبادئ الاستدامة وكذلك استخلاص
المؤش ا رت القیاسیة والتي تؤسس لبناء النموذج الریاضي المقترح الذى یساعد متخذي
الق ا رر في تقییم البدائل التصمیمیة التي تحقق مبادئ التنمیة العم ا رنیة المستدامة (خاصا
مبادئ المدن الخض ا رء)، ویتمیز النموذج الإرشادي بالمرونة بحیث لا یقید المخطط
والمصمم العم ا رني ویعطیهم مساحة واسعة للإبداع وتحقیق الأهداف، وتنتهي الد ا رسة
باختبار هذا النموذج بتطبیقه علي المنطقة المركزیة بالمدینة المنورة

The thesis is presented in seven chapters in addition to the introduction which contains an introduction and presentation of the research problem, objectives, hypothesis, methodology and structure of the research:
The thesis problem: Lack of scientific means to help decision makers to evaluate the urban design solutions in terms of urban development goals.
The objectives of this thesis is to find a scientific tool in the form of a guiding model that helps decision makers in evaluating design alternatives that achieve the principles of sustainable urban development, especially sustainable green architecture.
To achieve these objectives the thesis is divided into four main sections:
• The Theoretical Study:
Based on descriptive analysis through the literature and definitions published in the field of sustainable urban development, through its definition and objectives and its urban policy and applications and focus on the direction of sustainable green city as the main focus of our study, as well as identify the basis and methods of assessment.
• The Analytical Study:
Presenting and analyzing global and Arab examples of projects to implement sustainable urban development concepts (sustainable green cities) as an attempt to find radical solutions to achieve a sustainable, pollution-free urban environment.
• Experimental laboratory Study:
The development of problems in relation to land use ratios at the rate of carbon dioxide emissions, in the form of mathematical templates that cannot be doubted and solutions to these problems in the mathematical method through the use of linear programming equations solved through LPSlove IDE - 5.5.2.5.
Extract mathematical equations based on the variables associated with the density of the urban and add new variables such as the number of floors of buildings and the optimum design age to extract the values of the guidance of urban indicators helps the urban designer to rationalize energy consumption within the urban environment, whether new or existing.
Building the pilot model, which is a computer program that contains the ideal values for land uses and urban indicators that meet the requirements of sustainable green architecture, is built by MS Visual Studio 2012.
• The Applied Study:
Application of the proposed program (the pilot model) to three study areas within the central region of Madinah, Saudi Arabia, vary in urban design between a random area, planned area and historic area.

This thesis consists of seven chapters:
Chapter One:
This chapter deals with the concept of historical city centers and their cultural significance, as well as the problems facing them, and a review of the concepts of sustainable urban development as a modern strategy that can help solve the chronic problems of historical cities, especially environmental problems.
Chapter Two:
Identify the Green City concept as one of sustainable urban development trends, green city design principles, global green city assessment standards, and the concept and principles of the assessment process to choose the optimal alternative to sustainable urban development.
Chapter Three:
The concept of linear programming, how to transform the research problem into a mathematical equation, identify the steps to solve it through linear programming to reach the optimal solution, and its role in the field of planning and urban development, as well as the recognition of the GIS program and its importance as a computer system to collect, manage, On the interaction between man and nature.
Chapter Four:
The chapter deals with a number of academic examples of Arab and international cities that have applied the concepts of sustainable urban design to create a green zero-carbon city focused on achieving a balance between development and development and preserving and protecting the environment.
Chapter Five:
This chapter aims to build a mathematical model consisting of two parts, the first part ”2D” through which to deal with the urban environment at the level of the second dimension, land uses, while the second part, ”3D” enable the urban designer to control the relationships and indicators of urban, Rationalization of individual energy consumption, and the construction of a proposed program as an indicative model for evaluating design alternatives and selecting the most that will reduce carbon dioxide emissions and achieve sustainable urban development for a clean and pollution-free environment
