جاءت الرسالة فى ستة فصول تسبقها مقدمة ويعقبها خاتمة وقائمة المصادر والمراجع و ذلك على النحو التالى :
مقدمة الرسالة : وتشمل التعريف بمنطقة الدراسة وأهمية الدراسة والهدف منها , أسباب اختيار الموضوع , الدراسات السابقة ومناهج وأساليب الدراسة , وصعوبات الدراسة .
الفصل الأول : يدرس مقومات التنمية البشرية فى محافظة السويس , ويتضمن دراسة بعض الملامح العامة لسكان المحافظة وأثارها فى التنمية البشرية مثل دراسة تطور حجم السكان , ونمو سكان أحياء المحافظة وتوزيعهم, ومكونات النمو السكانى , وتركيب السكان العمرى والنوعى , والحالة الزواجية , بالإضافة إلى دراسة الهيكل الإقتصادى لسكان المحافظة وتشمل ( السكان ذوو النشاط الإقتصادى , وتوزيع السكان حسب أقسام النشاط الاقتصادى , والتركيب الأقتصادى حسب أقسام المهن , والتركيب الإقتصادى حسب الحالة العملية , والبطالة , والحالة التعليمية للمتعطلين ) , ثم تناولت الدراسة الأنشطة الإقتصادية المتوفرة بالمحافظة والتى تشمل على (الورش الحرفية , المنشأت الصناعية ) , وإختتم الفصل بدراسة الأنشطة الإقتصادية وإنعكاسها على التنمية البشرية والتى تشمل على دراسة (الثروة المعدنية , الزراعة , الثروة الحيوانية , الثروة السمكية , السياحة ).
الفصل الثانى : يتناول دراسة الهيكل التعليمى لسكان المحافظة , وحجم وتوزيع وكفاءة الخدمات التعليمية, وإنتهى بدراسة التعليم العالى فى محافظة السويس.
الفصل الثالث : ناقش الحالة الصحية لسكان محافظة السويس, ودراسة مؤشرات بقاء الطفل ونماؤه فى المحافظة والذى تناول(معدل وفيات الأطفال حديثى الولادة , معدل وفيات الأطفال الرضع , و نسبة الأطفال الذين يعانون من سوء التغذية سواء من زيادة الوزن أو التقزم أو الأنيميا , ونسبة الأطفال دون سن السنتين الذين رضعوا رضاعة طبيعية, والأطفال المحصنون فى سن 12- 23 شهراً ) , بالإضافة إلى دراسة البنية الصحية فى المحافظة من مستشفيات ومراكز تنظيم الأسرة ومراكز رعاية الأمومة والطفولة والعيادات الخاصة وذلك من خلال دراسة كفاءة كل منها على حدة , ثم تناول الملامح الأساسية للحالة الصحية من أطباء وممرضات وذلك بمقارنتها بعدد السكان , ودرس تطور منظومة العلاج على نفقة الدولة بالمحافظة , وأخيرا الإستثمارات الموجهة لقطاع الصحة بالمحافظة .
الفصل الرابع : ويتضمن دراسة جودة الحياة الحضرية بالمحافظة و تتمثل فى (الخدمات الإجتماعية , و الخدمات الثفافية , والخدمات الرياضية ) , إلى جانب دراسة شبكات البنية الأساسية من مياه الشرب , و الصرف الصحى , و الكهرباء , و شبكة النقل , و شبكة الإتصالات , إضافة إلى دراسة حيازة المسكن وتشمل على (نوع المسكن وملكيته ) , ودرجة التزاحم ومتوسط حجم الأسرة لتحديد درجة رفاهية الحالة المعيشية للسكان , ثم تناول دراسة العشوائيات وتحديد المناطق العشوائية بالمحافظة , وإختتم بدراسة التلوث.
الفصل الخامس : ويناقش أوضاع التنمية البشرية بمحافظة السويس حيث يتناول دراسة حالة المرأة بمحافظة السويس وتتمثل فى (العمر المتوقع للإناث عند الميلاد , و معدل وفيات الأمهات لكل 100ألف مولود حى , ومعدل إلمام الإناث بالقراءة والكتابة , ونسبة قيد الإناث بالمراحل التعليمية , والدليل الفرعى لدخل المرأة , وعدد السكان من الإناث والفجوة النوعية بين الجنسين , و المطلقات , و المترملات من الإناث , و الحالة التعليمية للإناث , و عدد الأسر التى تعولها إناث ) , ثم إلقى الضوء على التقويم الجغرافى لدليل التنمية المتعلق بنوع الجنس والذى إشتمل على (دليل العمر الموزع بالتساوى , و دليل التعليم الموزع بالتساوى , و دليل الدخل الموزع بالتساوى ) .
الفصل السادس: يتناول دراسة العمر المتوقع عند الميلاد خصص لدراسة الحالة التعليمية للسكان فى المحافظة , ويشمل على دراسة دليل التعليم ومكوناته الفرعية من (معدل الإلمام بالقراءة والكتابة , و نسبة القيد الإجمالية بالمراحل التعليمية ) , وبالإضافة إلى دراسة دليل الدخل , و تقييم دليل التنمية البشرية بأحياء محافظة السويس لعام 2017, ثم دراسة أوجه الحرمان من التنمية البشرية وتتمثل فى الحرمان من العمر ويقاس (بنسبة السكان المتوقع وفاتهم عند سن الأربعين ) والحرمان من التحصيل العلمى ( بمعدل الأمية بين البالغين ) , والحرمان من الحياة الكريمة والتى تقاس ( بنسبة السكان المحرومين من مصدر مياه نقية , ونسبة السكان المحرومين من صرف صحى جيد , و نسبة الأطفال ناقصى الوزن دون سن الخامسة ) , وقد إستعرض التقويم الجغرافى لدليل الفقر البشرى , , وإنتهى بدراسة التوقعات السكانية المستقبلية , وتقدير الإحتياجات من الخدمات التعليمية والصحية والسكنية حتى عام 2037.

The thesis is divided into Six chapters preceded by an introduction and followed by a conclusion and a list of sources and references as follows:
Introduction: The definition of the study area and the importance of the study, its purpose, the rationale for the study, literature review, methodologies, approaches and difficulties of study.
The first chapter investigates the fundamentals of human development in the governorate of Suez, and includes the study of some of the general features of the population and its effects on human development, such as the study of population growth, and components of population growth, population age and sex structures, Marital status, and the economic structure The governorate population which includes (population with economic activity, population distribution by economic activity sections, and economic structure according to occupational categories, economic structure according to the practical situation, unemployment and educational status of the unemployed).The study also tackles )Study the economic activities available in the governorate, which include (craft workshops, industrial establishments).The chapter concludes with studying of economic activities and their reflection on human development, which includes the study of mineral wealth, agriculture, livestock, fisheries and tourism. .
The second chapter.The chapter deals with studying educational structure of the Governorate population ,the size, distribution and efficiency of educational services. The chapter concludes with by studying of Higher Education in the governorate of Suez .
The third Chapter: Discuss the health status of the population of Suez Governorate, by studying indicators of child survival and development in the province , which dealt with (neonatal mortality rate, infant mortality rate and the proportion of children suffering from malnutrition, whether from overweight, stunting or anemia, and the proportion of two-year breastfed infants and the immunized children ranging from 12-23 months) This is in addition to studying health structure in the governorate including hospitals, family planning centres, maternal and child care centres and private clinics. through studying the efficiency of each of them separately. This chapter also addresses the basic features of the health status of doctors and nurses by comparing it with the number of Population. It also studied the development of the treatment system at the expense of the state.

The fourth Chapter:It deals with the study of the quality of urban life in the governorate in, (social , cultural and sport services), as well as the study of infrastructure networks of drinking water, sanitation, electricity and transport network, and the telecommunications network. This is in addition to studying the ownership of the dwelling, including (type and ownership of housing), the degree of crowding and average Size of the family to determine the degree of well-being of the living conditions of the population, and then the study of slums and the identification of the slums in the province, and conclude with a study of pollution.
The fifth Chapter: It discusses the conditions of human development in Suez, where it deals with the status of women in Suez( Female life expectancy at birth, mortality per 100,000 live births, and female literacy rate, female enrolment in educational stages) the sub-index of women’s income, the number of female population and the sex gap between the two genders, divorcees, widows of females, educational status of females and number of female-dependent households).The chapter shed light on the geographical calendar of the Gender Development Manual, which included the (Handbook of Distributed Age equally , the Education Manual distributed equally Income-manual and( distributed equally).
The Sixth Chapter: Discuss life expectancy at birth , is devoted to studying the educational situation of the population in the governorate, and includes the study of the education manual and its sub components (literacy rate , gross enrolment ratio in educational stages) and In addition ,it studying the income guide, and evaluating the Human Development Index in the districts of Suez Governorate for the year 2017.It also discusses deprivation of human development Measured by the proportion of people expected to die at the age of 40) and the denial of scientific achievement (illiteracy rate among adults)deprivation of a decent life measured by the proportion of the population deprived of a source of clean water and the proportion of the population deprived of good sanitation, and the proportion of underweight children under the age of five). It reviewed the geographical calendar of the guide to human poverty,, , and concluded with the study of Future Population Prospects and Assessment of Educational, Residential and Health Services Needs by 2037
